Details below on new FIFA rules that we’ll be implementing across the league for the Fall 2026 season.
10-second substitution rule
5-second countdown for throw-ins and goal kicks

Law 3 – Players
10-Second Substitution Limit
A substituted player must leave the field within 10 seconds.
If the player does not leave within 10 seconds, the incoming substitute cannot enter immediately. The substitute must wait until the first stoppage after 1 minute has elapsed before entering the field.
Law 15 – Throw-in
5-Second Countdown
If a team deliberately delays taking a throw-in, the referee can start a visual 5-second countdown.
If the throw-in is not taken within those 5 seconds, the opposing team is awarded the throw-in.
Players should therefore be ready to take the throw-in promptly and should not deliberately delay the restart.
Law 16 – Goal Kick
5-Second Countdown
If a team deliberately delays taking a goal kick, the referee can start a visual 5-second countdown.
If the goal kick is not taken within those 5 seconds, the opposing team is awarded a corner kick.
Law 12 – DOGSO
No Yellow or Red Card When Advantage Leads Directly to a Goal
If a DOGSO (Denying an Obvious Goal-Scoring Opportunity) offence occurs, the referee plays advantage, and the non-offending team scores directly as a result of that advantage, there will be no disciplinary sanction for the offender. Once the referee has applied the advantage and the team subsequently scores directly from that advantage, there will be no yellow or red card for the DOGSO offence.
